Can’t disable Plugins for non-supporters

How do you disable plugins for non-supporters? I’ve had three installs done by WPMU and they all do the same thing. When I enable plugins on the site>admin>option page, all users (support and non-supporters) can see and use the plugins.

Isn’t there someway blog plugin access for non-supporters? Everything else works as it should, data upload is limited and remove ads is disabled for non supporters.

    Correction on my last post. My non-supporters are seeing the plugins tab but when they go to activate a plugin they get a message that says plugin activated and the breadcrumbs show Active (1), when you click this active link, the breadcrumbs reset to all inactive.

    Non-supporters can see the plugin buy they cannot activate them. Is this how it’s supposed to work? If so, is there someway to replace the plugin activated message with something like, plugin not actived, plugin can only be activated by supporters. Thanks.
